Guidance on managing reports

ISO 37002 is an international guidance standard for managing reports of wrongdoing at work. Organizations of different sizes and sectors can adapt its principles to their context.

It can be considered alongside ISO 37001 on anti-bribery management and other relevant governance guidance. These standards have different purposes. 

Good management involves more than receiving reports. It also requires careful assessment, investigation, response, remediation, and fair treatment of those involved.

ISO 37002 offers a framework for analyzing information and developing procedures for handling reports.

A well-designed whistleblowing system may help strengthen the workplace and build an ethical, respectful, and transparent culture.

That work connects with fundamental rights and freedoms, which organizations must respect under applicable law. 

ISO 37002 from a rights perspective

The Universal Declaration of Human Rights sets out principles of dignity, equality, liberty, and fair treatment.

Organizations should consider how those principles apply in the workplace while following the laws relevant to them.

Eight articles connected to the discussion

Article 3 concerns life, liberty, and personal security.

Article 7 concerns equality before the law and protection against discrimination.

Article 11 concerns the presumption of innocence in criminal matters.

Article 12 concerns protection of privacy and reputation.

Article 19 concernsfreedom of opinion and expression, including seeking and sharing information.

Article 22 concerns social security and the conditions needed for dignity. 

Article 23 concernswork and fair working conditions.

Article 24 concerns rest, reasonable limits on working time, and paid leave.

What does this mean in practice?

A reporting system should consider the safety and fair treatment of both reporting persons and those named in reports.

Policies should address retaliation, workplace harassment, and discrimination, which can damage trust and employees' wellbeing.

Sound procedures seek evidence before conclusions, avoiding both unsupported accusations and failure to address wrongdoing.

ISO 37002 can inform protocols for receiving, assessing, and resolving reports.

Freedom of expression has legal limits, including rules about sensitive information. Those limits should be applied carefully rather than used to suppress legitimate reporting.

A good system can promote rights by making it safer to speak up about misconduct.
